Reimplement discretizationerror.hh for dune-functions functions

Oliver Sander requested to merge modernize-discretization-error into master

The interfaces in this file are not pretty at all, and would benefit from a major overhaul. However, I need a version that works with dune-functions functions quickly, to get my downstream modules to compile with the current git master again.

I am happy to discuss interface changes afterwards.
