Announce 2.8.0rc1 release candidate.

That was harder than expected. Fought quite some time with bin/add_release.py, which seems rather broken (and not intended for release candidates, anyway). After more than an hour I did it manually, Unfortunately the link of the hugo server on localhost points to dune-project.org. Hence I cannot really check whether the links are correct
