[python] Enable Python bindings for Dune >= 2.8

The add_dune_python_targets command does not exist yet for Dune 2.7.

@samuel.burbulla I cannot enable Python bindings in combination with 2.7 although release/1.2 is supposed to be compatible with 2.7. This only adds the Python bindings for newer Dune versions.
