[review liftings] replace manual assemble by the once provided by the lifted basis set

Tobias Malkmus requested to merge feature/reduce_number_of_lifting_contributions into master

This patch removes the manual assemble of lifting terms. They are replaced by a suitable 'axpy' version on the lifted basis function set.

Moreover, liftings which are equal to zero, are masked out to not contribute in the assemble.

This helps to reduce the number of matrix entries.
